I actually disagree.
The resistance was defeating the machines, that is how the whole story of Terminator begins. Skynet was losing (Kyles own words), so Skynet designed and built advanced infiltration and assassin units "Terminators", to hunt down John. They were not having luck hunting him, as the resistance was to strong. So Skynet designs and builds a working time machine, and sends a Terminator back in time to kill Sarah Connor. From there, everyone knows the story. My point is, Skynet IS losing in the future, it is very evident. The Machines were losing the war, and with time would be eradicated. Sending machines back in time was out of desperation.
I believe in the new movies, they will show Skynet losing, and end the series with Skynet being defeated in some great battle. So many people seem to come up with the theory that the future is inevitable, well, maybe so. If that is the case, based on what we know, Skynet's actions are futile, and Skynet is destined to lose.
As for Cameron being Skynet, I don't believe that. Cameron has lied to John, more out of protection. It is sort of "Need to know" relationship. Cameron only tells John what he needs/should know. Anything other than that, could cause problems. So she will lie to him sometimes, because John isn't supposed to know everything.

How would Skynet begin?
I always thought Skynet was a program running on some big military computer in a hardened installation. It would not have been damaged by the nuclear war.
It somehow has its own power source and it has terminators or other robots around it in the facility. They would have killed all the people in the facility first. Maybe it would exist in more than one such facility.
Somehow Skynet would have been able to take control of some factories and keep them running after the nuclear war. This would have been where the terminators would be made.
The software-based Skynet that was described in T3 never made much sense to me. I'm glad I don't have to think about it to enjoy TSCC.
So far as cockroaches go, I'm no expert. But if a building has a colony of roaches, humans would not blow up the building just to kill the roaches, because we value the building itself. In contrast, Skynet would blow up the building to get rid of the people because the building has no value to Skynet. Because Skynet is willing to allow such widespread destruction, it would have greater success killing people than human efforts to kill cockroaches.
Also, as was pointed out by our esteemed colleague PyroDude, the situation is not so dire. If we do not succeed in our efforts to kill all roaches, it would be OK since they are mainly just pests. If Skynet does not succeed in killing all humans, there is a chance the result could be that the surviving humans could kill Skynet. So there is more at stake for Skynet.
