Actually data wanted to be more human but thats a design flaw and these are stories written by humans, machines are better and stronger and do the job they were created for, there was no reason for Data to have wanted to be human, Lore his brother didnt want to be human... Data was programmed that way so he would interact better with the colonists where he was created. The tin man was just silly and pointless.
