The idea kinda sounds neat, but I'm not sure at all that it's workable. Let's see...
Where will they get the money to pay both the file-sharers and the content industry? What makes them so sure that the industry will sign up for this? And most important... they speak as if it's a given that the entire TPB community will stay at the site and participate in this. That's a heavy assumption.

I'm reading an article about this now, let's see what it has to say.
Edit: Ok, read the article*. Raises pretty much the same concerns I did.

Hell I illegally download music MP3s. I just don't use torrents because I've had bad experiences. That's what bugs me about torrents, when I used them, they weren't safe for me.

The so called fantasy land has a name, actually: "2009". The real world is commonly referred to as "198x".

It seems people who live in 198x have some trouble adjusting to the ways things work in 2009. Some of them think this causes them to lose money, so they go whining to the state; asking them to wind back the clock, so we can all go back to that wonderful place where their business model wasn't hopelessly outdated.

Or something.
